REPORT BACK ON ALIGNING MARINA DEL REY WITH LOS ANGELES COUNTY PRIORITIES FOR EQUITY AND INCLUSION – 180-DAY REPORT (November 20, 2023)
As directed by the LA County Board of Supervisors’ motion that created MdR for All, this 180-Day Report provides recommendations for the completion of a comprehensive plan for the best and highest use of real estate and water assets in Marina del Rey in light of the Board’s adopted County Guiding Equity Principles. These recommendations take into consideration community input including results from a recent urgent needs assessment as well as the 2014 MdR Visioning Statement.
WHAT HAS
MDR FOR ALL
COMPLETED SO FAR?
Since July 2022, DBH has completed or expanded various projects that further the major pillars of MdR for All, including:

• Received Design Control Board approval for Lot 13 bus turnaround
• Awarded Measure A Recreation Access Grant for expansion of WATER program
(potential $820K over three years)
• Resumed Beach Shuttle service after a three-year hiatus o Provided on the water transportation to over 40,000 people during 2022 summer season via WaterBus service.

• Provided onsite support to DPW’s Ballona Creek trash interceptor solar-powered trash collection device to promote water quality at mouth of Ballona Creek in MdR
• Awarded a Productivity Investment Fund grant to purchase floating robotic trash skimmers to help clean MdR harbor
• Opened newly constructed 1.46-acre Wetland Park to the public in MdR adjacent to
Parcel 9 – an engineered tidal wetland and upland park with walking paths, observation areas, and educational signage
• Installed new EV charging stations at DBH Administration Building and Lot 45
• Completed DNA marker study at Marina Mother’s Beach to identify the source of bacteria exceedances; bird deterrents are now being pursued to help improve water quality

• Introduced new COVID-safe programming including Dance Musing creative director of popular dance series in DTLA at Music Center
• Secured agreement from California Yacht Club lessee to allow use of its facilities for WATER program or other youth-serving program designated by DBH
• Expanded outreach of WATER program, bringing in groups from Youthbuild charter schools in Pomona and El Monte as well as other youth groups from underserved areas in SD1 and SD2
• Partnered with DCFS and Academia Avance (SD1) to bring in youth from across the County for participation in WATER program
• Held second annual Dragonboat Festival in March 2023, bringing paddlers from across the country to compete in a race in MdR, including teams from DBH and SD2

Worked with MdR lessee at Pier 44 to secure opening of several new stores and restaurants.
Located on Los Angeles County’s Westside- just south of Venice Beach and four miles north of LAX. Marina del Rey is a premiere waterfront destination. It includes 403 acres of water and 401 acres of land comprised of boating and aquatic recreation facilities, public amenities and parks, dining, retail, residential, and office uses.

In 2013, the Department of Regional Planning initiated the Marina del Rey visioning process to develop a vision for Marina del Rey for the next 20 years. From April 2013 through October 2014, Regional Planning staff met with residents, visitors, neighbors, advisory bodies, businesses, lessees, County departments, and other stakeholders interested in the future of the Marina to gather input and ideas about what type of community the Marina should be in the future and the types of amenities that should be provided.

LA County Anti-Racism, Diversity, and Inclusion Initiative

On July 21, 2020, the Los Angeles County Board of Supervisors unanimously adopted a motion to establish an Anti-Racist County Policy Agenda recognizing, affirming, and declaring that “racism is a matter of public health in the County of Los Angeles and that racism against Black people has reached crisis proportions that result in large disparities in family stability, health and mental wellness, education, employment, economic development, public safety, criminal justice, and housing. The Board issued several related directives, including the development of a strategic plan and underlying policy platform, and the establishment of an organizational unit—since created and called the Anti-Racism, Diversity, and Inclusion Initiative—within the Chief Executive Office dedicated to implementing the plan.
